Medical Director

Duane Cady, M.D.

Duane Cady, M.D., was appointed Medical Director of the Foundation in 1994.  He currently serves as President of the Board of Trustees of the American Medical Association (AMA).  He served as a Trustee on the Board of the AMA from 2001-2004.  He served as President of MSSNY from 1996-1997.  Dr. Cady is a Board Certified specialist in general surgery and is currently responsible for overseeing the Foundation's review policies and all review determinations.

Vice President Finance and Administration

Philip Schuh, C.P.A.

Philip Schuh, C.P.A., has been the Vice President of Finance and Administration of the Foundation since 1988, and of MSSNY since 1990.  For 15 years prior to this, he served as the financial administrator of a federal and state funded medical review organization and as a supervising auditor in the health services administration unit of the New York State Comptroller's office.  All management and staff report to Mr. Schuh facilitating his executive oversight of all activities of the Foundation.

Frances Scott, R.H.I.A.

Frances Scott, R.H.I.A., has been with the Foundation since 1991 and has been the Director or Review - Upstate since 1992.  She oversees the dispute resolution and external appeals projects operating under provider-payor contract with the Foundation.  Ms. Scott also serves as the Director of Review for the Medicaid Peer Review project.  Ms. Scott provides over 15 years management and technical expertise in operating all the Foundation medical review programs.

Roberta Bocker, R.N., B.S.N., C.P.U.R.

Roberta Bocker, R.N., B.S.N., C.P.U.R., has been with the Foundation since 1986 and has been Director of Review - Downstate since 1991.  She is responsible for the overall administration of review activities, including supervision of medical record review and quality control.  Ms. Bocker provides significant expertise with over 20 years experience in medical review and quality assurance.
